The physical and administrative areas related to environmental topics may vary from a part of a region up to several countries, especially in oceanographic issues. Managing these areas, especially accessing the information available about these areas, can result in difficulties. This can cost a significant amount of time or it is unknown what information is available in at the neighbouring administration.
Challenging these problems, Remssbot, (Regional Environmental Management Support System Based on Telematics) will benefit from access to different information sources.
The innovative aspect of the Remssbot system is that the administrations and environmental managers have access to each others data on an independent base while maintaining control over their own data. This concept results in several connected databases which are physically separated but appear as one.
The central element is a catalogue conform the guidelines of the Catalogue of Data Sources (CDS) developed by the European Environmental Agency. The system consists of different applications in order to use the information, these are called the demonstrator. The demonstrator is implemented at the participating administrations. Remssbot is supported by the European Commission within the framework of the Telematics Application Programme (DG X111). Public administrations of the regions Piemonte (Italy), Attica (Greece) and Scheldt (Netherlands (It Belgium) participate in this project. This paper briefly describes the general project and goes into detail on the demonstrator for the river Scheldt.

Innerhalb eines jeden betrieblichen Umwelt-Informationssystems (BUIS) muss sich die betriebliche Struktur widerspiegeln, sowohl aus Gründen der Benutzerökonomie als auch wegen der abgebildeten Vorgänge, die aus dem Betrachtungswinkel „ Umwelt" zwar anders bewertet werden, aber ihrer Struktur nach identisch sind. Dies führt einerseits zu einer ausgeprägten Anpassung der BUIS an die vorgegebene betriebswirtschaftliche Realität, andererseits zu einer großen Varietät der Lösungen. Überbetriebliche Lösungen können diese Hindernisse zur standortübergreifenden Bilanzierung aufheben. Mit diesem systemunabhängigen Werkzeug werden Kennzahlen über Lebenswegbilanzen gebildet.

An Environmental Management Information System (EMIS) must reflect the corporate structure in order to increase user efficiency and to project processes which may not come under the subject of "Environment" but which have the same structure. This results firstly in a distinct adaptation of the EMIS to the given corporate structure and secondly in a large variety of solutions. Cross-corporate solutions can avoid these obstacles in order to perform cross-location assessments. This system-independent tool helps to obtain classification codes relating to Life Cycle Assessments (LCA)

The Mediterranean is a semi-enclosed basin heavily polluted by industrial outlets and spills from ships. Since the area is very fragile with strong environmental and commercial interests relying on clean water, a strong interest to protect the area has grown up. Intentional oil spills from ships washing their oil tanks is a significant problem in the Mediterranean. A promising technique for monitoring a large sea area for oil-spill early warning is by means of satellite SAR. ERS-1 and 2 have already been used for manual oil spill detection in North Europe for several years. With Radarsat and soon also ENVISAT, frequent satellite coverage of the Mediterranean will be possible. An European Union research project is currently developing a prototype system for automatic detection, verification, assessment and cleanup support. The prototype uses a feature extraction and classification scheme for the automatic detection. A design goal is to detect 98% of the oil slicks with a low rate of false alarms. Experiments so far indicate that it should be possible to reach this goal. An expected requirement for ships to record their route by a GPS system will in combination with automatic oil spill detection be a powerful tool to identify ships dumping oil. It is expected that such a system will have a significant preventive effect reducing intentional oil spills. Résumé La Méditerranée est un bassin semi-fermé lourdement pollué par des rejets provenant des industries et du transport maritime. Les importants enjeux écologiques et commerciaux dépendent fortement d'une eau non-polluée et sont à l'origine d'une volonté forte et croissante de protéger cette région fragile. Les rejets de pétrole intentionnels provenant du nettoyage des citernes des tankers en mer représentent un problème important dans la Méditerrannée. L'utilisation de radars à ouverture synthétique (SAR) sur satellite s'est avérée être une technique prometteuse pour surveiller un grand espace maritime afin de détecter rapidement les rejets de pétrole. Les satellites ERS-1 et 2 sont déjà exploités depuis plusieurs années pour la détection manuelle de rejets de pétrole en Europe du Nord. Grâce à Radarsat et bientôt également ENVISAT, une surveillance globale de la Méditerrannée à une fréquence de mise à jour élevée sera possible. Actuellement un projet de recherche de l'Union Européenne est en train de développer un prototype d'un système de détection automatique, de vérification, d'évaluation et d'assistance au nettoyage. Le prototype utilise un schéma d'extraction de caractéristiques et de classification pour la détection automatique. Le but fixé est de détecter 98% des rejets de pétrole avec un taux faible de fausses alarmes, et les tests effectués jusqu'à ce jour indiquent que ce but doit pouvoir être atteint. Avec probablement une obligation future pour les navires d'enregistrer leur trajets à l'aide d'un système GPS, une telle détection automatique constituera un outil puissant d'identification des navires rejetant du pétrole. Un tel système devrait avoir un effet préventif considérable sur les rejets intentionnels de pétrole.

Abstract
This paper gives the results of RADATT (RApid Damage Assessment Telematic Tool), a project funded by the European Commission DG XIII in the framework of the Telematics Applications Programme for Environment. The final goal of the developed system architecture was to sensibly reduce the effects of a devastating seismic event by providing the responsible agencies a rapid and reliable damage detection and estimation of the extent and location of the suffered area. This result can be accomplished by the integration, within a single user interface environment, of data access and standardization techniques, image processing tools, GIS technology, analytical modeling and communication tools.

Zusammenfassung
Dieser Artikel beschreibt die Resultate von RADATT (Rapid Damage Assessment Telematic Tool), ein von der Europäischen Kommission gefördertes Projekt, im Rahmen des Telematik-Anwendungsprogramms für die Umwelt. Das Endziel der hier entwickelten Systemarchitektur war, die Auswirkungen eines zerstörerischen Erbbebens wesentlich zu reduzieren, indem den verantwortlichen Stellen eine schnelle und zuverlässige Schadensbeschreibung sowie eine Schätzung der Größe und Lage des betroffenen Gebiets geliefert wird. Diese Aufgabe wurde erreicht durch die Integration in einer "single user"Umgebung von Datenzugriff, Standardisierungstechniken, Bildverarbeitungsmethoden, GIS-Technologie, analytischen Modellen und Kommunikationsmethoden.
