The European Union is developing new concepts for border management. Biometrics is seen is a key technology to facilitate more secure and convenient border management. Biometric information in the form of the facial image is already stored in the electronic passports, and from 2009 fingerprints will also be stored. Also from 2009, biometrics will be introduced in the Visa Information System (VIS). The VIS will store facial images and fingerprints of all visa applicants and a check against the stored data will be performed at the border crossing. The use of biometrics makes the concept of automated border crossing feasible. Frontex has studied such systems and found them to perform well. There are, however, several design issues that need to be addressed to make the systems more user friendly.

Federated Single-Sign-On using web browsers as User Agents becomes increasingly important. However, current proposals require substantial changes in the implementation of the Relying-Party, and concentrate on functionality rather than security against real-world attacks like Cross Site Scripting (XSS) and Pharming. We therefore propose a different approach based on Transport Layer Security (TLS), which is implemented in any web browser and web server, and which is immune against all currently known attacks.

We present in this paper a basic scheme for delegation in a federated setting and two more advanced schemes, transferable and corporated delegation. By transfer- able delegation delegatees are able to delegate the received privileged actions further to someone else. Corporate delegation is delegation within a business context. Our schemes are generic and user-centric. We elaborate on the different procedures to is- sue, accept and revoke mandates in these schemes. Different variations are discussed and their impact on the corresponding procedures is evaluated. For the basic scheme of delegation mandates are used, for more advanced schemes, as the complexity in- creases, use of delegation assertions is proposed.

As many European countries are about to introduce national ID cards, which are compliant to the European Citizen Card specification [CEN15480] it is natural to study how those cards may be used to implement secure electronic vot- ing schemes. For this purpose we introduce a modified variant of the electronic voting scheme introduced in [JCJ05] which may be used with European Citizen Cards.
