Design und Prototyp eines Informationssystems für regionale Ökobilanzen Conception et élaboration d'un prototype de système d'information pour la réalisation de bilans écologiques régionaux

Abstract

Ökobilanzen nehmen nicht nur im Bereich des Life Cycle Assessments für Produkte (LCA) zu, sondern auch in Form von Betriebs-Ökobilanzen für Konzerne und neuerdings auch Kommunen. In diesem Beitrag wird ein Ansatz einer regionalen Ökobilanz vorgestellt, der sich auf das Konzept systemarer Umweltindikatoren, vorgeschlagen vom Rat von Sachverständigen der Bundesrepublik Deutschland (SRU 1994), bezieht. Indem die Verwaltung eines Landkreises (Pfaffenhofen a. d. Ilm in Oberbayern, Deutschland) die Ausgestaltung der Bilanzierungen und Bürgerinformationen mitbestimmt und ein flexibles, leicht zu bedienendes Informationssystem erhält, sollte die Akzeptanz der Ökobilanz relativ hoch werden. Bei einem räumlichen Bearbeitungsmaßstab zwischen 1:10.000 und 1:50.000 soll der Landkreisverwaltung damit ein Instrument zur nachhaltigen, um- weltschonenden Entwicklung ihrer Region in die Hände gegeben werden. Im Beitrag wird zuerst darauf hingewiesen, dass die Qualität der Ökobilanz sehr stark von der Qualität der Indikatoren abhängig ist. Zum Zweiten wird ein Indikatorenset sowie das Projektdesign zur regionalen Ökobilanz vorgestellt. Abschließend erfolgt eine Erläuterung und kurze Präsentation des EDV- technischen Design sowie erster Ergebnisse.

Eco-balances are spreading not only in the fields of Life Cycle Assessments for products (LCA), but also for businesses, concerns and even local communities. Within this contribution an approach and an example for a regional eco-balance will be elucidated, related to the concept of environmental indicators of the advisory board of environmental affairs of the federal republic of Germany (SR U 1994). By taking on board the administration of the district Pfaffenhofen (Upper Bavaria, Germany) and establishing an information system a high practical relevancy and acceptance of the final users can be achieved. Aim is a system to balance environmental impacts in a map scale of 1:10.000 - 1:50.000, in order to provide the district administration with tools for an environmentally sound and sustainable development of their region. Firstly, it is stated that the quality of eco-balances strongly depends on the choice and quality of the indicators. Secondly, a set of indicators for a regional eco-balance is presented, and also the practical design of the project with all the working steps. Thirdly, the technical design and first results will be demonstrated.
