Anforderungen an die GIS-gestützte Modellierung als Werkzeug für die Entscheidungsunterstützung in der Landnutzungsplanung

Abstract

Land use planning has to integrate economic as well as ecological aspects to be able to operate as a basis of sustainable development. Therefore, an attempt has to be made to co-ordinate the specific methods of the different disciplines. On the other hand, decision support tools for practical application are necessary which combine these aspects, visualise the results of calculations and allow to perform scenarios. The Kraichgau landscape model is a GIS supported modelling system that integrates different static models. Future states of the landscape can be projected using scenarios, that can be calculated according to different ecological or economic guidelines. Due to the implementation within a GIS, the visualisation of results can easily be performed. Possible practical applications in the planning process will be discussed in the paper. An investigation concerning the acceptance of this tool on the side of the possible users showed that different criteria (e.g. the use of rule based models, a direct spatial relation of results, the integration of topics relevant to the planning administration and the cooperation with the possible users from the beginning) are necessary pre-conditions for a successful application in practise.
